I think in cases where massive system failures happen, the games that result in timeouts during the system failure should be considered null and void. Sure, there may be genuine timeouts where players intentionally did not want to move, but even if they wanted to move, they couldn't due to the system failure.
If the system failure occurred at 10.00 PM (in whatever timezone), then I think any rated games that were still ongoing by 10.00 PM should be voided as no moves could have taken place regardless of the intention of the players.
Hence, the winning players didn't earn the win, and the losing players didn't deserve to lose.
